Experience:


Val Washington is widely known and respected as an environmental attorney and policy analyst, having served in a number of influential policy-making positions in and outside of government.  Most recently, she served as a Deputy Commissioner at the New York State Department of Environmental Conservation (“DEC”), where she oversaw the Divisions of Environmental Remediation, Materials Management and Mineral Resources. At DEC, she shepherded the production of a State Hazardous Waste Siting Plan and State Solid Waste Management Plan, and led the Agency's response to and preparation for the challenges posed by possible large-scale natural gas production from the newly accessible Marcellus Shale formation, a subject she is frequently requested to speak on in New York and elsewhere.

Prior to joining the DEC team, Ms. Washington worked as a Senior Policy Analyst for New Partners for Community Revitalization, a not-for-profit organization that assists community organizations in their neighborhood revitalization efforts. Other focused policy work included three years as Counsel to the New York State Trial Lawyers Association, where she advised on various corporate, legal and policy issues, and oversaw the Trial Lawyers' Amicus Curiae function, writing and editing appellate briefs.


Between 1995 and 2003, Ms. Washington served as the Executive Director of Environmental Advocates of New York ("EANY"), the State's premier environmental policy organization, leading coalitions that secured dozens of laws and government initiatives, with a particular focus on the quality of the urban environment.

Other significant public service included her thirteen-year stint as an Assistant Attorney General where she was the Supervising Attorney of the Attorney General's Environmental Protection Bureau's Albany Office. Under the leadership of then Attorney General Robert Abrams, the Environmental Protection Bureau earned a national reputation for its pioneering work relating to acid rain, hazardous waste and environmental crime.

Ms. Washington has also served as an attorney for various not-for-profits and has taught several courses as an adjunct professor at both the graduate and undergraduate college levels. She has spoken and written widely on a range of environmental issues.

Ms. Washington 
has been practicing law for over thirty years. She is admitted to practice law in the State of New York, in the United States District Courts for the Western and Northern Districts of New York and in the United States Courts of Appeals for the Second and D.C. Circuits.


Education:

Ms. Washington received a Bachelor of Arts Degree in Social Science from Harpur College (Binghamton University) in 1970 and a Juris Doctorate from Albany Law School of Union University in 1975.
